Update 12/10/21
I used ColorMask to create a Cyan Mask, used CloneStamp to remove everything that wasn't star halos, applied the mask the the Soul Nebula image and finally used CurvesTransformation to reduce the halos. A couple of the largest stars are still pretty bad, it seems that StarNet creates artifacts around the larger stars and I haven't found a way to deal with it.

DynamicCrop - Ha, Oiii, Sii
AutomaticBackgroundExtraction - Oiii, Sii
EZDenoise - Ha, Oiii, Sii
EZStretch - Ha, Oiii, Sii

Starnet - Ha, Oiii, Sii to create Starless images and Stars only images
CloneStamp - remove some of the largest star artifacts
Clone HaStarless and use it as a luminance image - LumStarless
MulticscaleMediumTransform - sharpen the LumStarless luminance image

LinearFit -  Balance Oiii, Sii with Ha
PixelMath ForaxX Palette
     R= (Oiii^~Oiii)*Sii + ~(Oiii^~Oiii)*Ha
     G= ((Oiii*Ha)^~(Oiii*Ha))*Ha + ~((Oiii*Ha)^~(Oiii*Ha))*Oiii
     B= Oiii

PixelMath SHO - R: Sii, G: Ha, Biii

SCNR at 60% on SHO, invert SHO image and do again

Blend SHO and ForaxX - name it SHOForaxX
     RGB/K: 0.5 * SHO + 0.5 * ForaxX

LRGBCombination
     Apply the LumStarless image to the SHOForaxX
image.

CurvesTransformation
     RGB/K s-curve
     Small saturation bump

RGBWorkingSpace - set Red,Green,Blue to 1 and Apply

ChannelExtraction of the main image to create an ACDNR_Mask
Apply ACDNR_Mask to SHOForaxX - protect light areas
ACDNR - reduce noise on SHOForaxX

Invert mask to protect the background for 12-bit and 10-bit only
LocalHistogramEqualization - emphasize major parts of the nebulosity
    Do it three times - check 'Circular Kernel'
        12-bit - Kernel Radius: at about 330, Contrast Limit at 1.5 or 2.0, Amount at 0.28 
        10-bit - Kernel Radius: at about 130, Contrast Limit at 1.5, Amount at 0.28 
        8-bit -   Kernel Radius: at about 64, Contrast Limit at 2, Amount at 0.210

DarkStructureEnhance on SHOForaxX  with amount set at 0.2

PixelMath - combine the 3 StarsOnly images - experiment with amounts etc
        RGB/K: HaStars * 0.8 + SiiStars* 0.5
        G: OiiiStars* 0.5 + SiiStars* 0.5
        B: OiiiStars* 1.2

ColorSaturation if needed on stars image

PixelMath - combine SHOForaxX and the stars image
